The purpose of this Stakeholder Forum meeting is to seek consensus on the range of alternatives to be analyzed in the forthcoming EIS/R document. The Local Government Forum meeting being held on 1/4/06 is to provide local government officials and staff an opportunity to review and comment on the proposed project alternatives that will be further discussed at the Stakeholder Forum meeting held the following week. While comments and input is desired on the range of alternatives at both of these meetings, no formal written comment period is being provided. During the EIS/R development, however, formal comments will be accepted on the Draft EIS/R document. A concise description and maps of the proposed alternatives are available for review. The purpose of this meeting was to review the revised draft alternatives, dialogue on implications for the adaptive management plan, and seek consensus on the approach for finalizing the alternatives in preparation for EIR/EIS analysis.

September 8, 2005 Work Session

The comments received on the Draft Plan were reviewed and participants were asked to put the Draft Plan into “action” by applying adaptive management concepts to a series of hypothetical scenarios of actual situations that the Project Management Team may face as restoration is undertaken.

    This document presents the preliminary pond complex options, integrating habitat restoration, flood management, and public access. The options were developed by applying a set of criteria, referred to as “considerations‚” to the project area. The considerations take into account the project objectives, evaluation criteria, and guiding principles, as well as opportunities and constraints and conceptual models of habitat restoration (in progress). The Alternatives Development Framework (ADF) lists the project objectives and evaluation criteria and describes how the options fit within the overall alternatives development process.
